Friends of the Animal Shelter of St. Bernard, Incorporated was formed to provide support for the government-run St. Bernard Parish Animal Control Shelter by raising funds for programs designed to reduce the number of animals euthanized in our shelter. Ultimately our goal is to make the whole of St. Bernard Parish a "No Kill Community" by preventing the births of unwanted litters, increasing shelter adoptions, public education, and improving conditions of sheltered pets. FOAS also raises funds for equipment, capital improvements, and other essential items which the shelter has no budget for.

As an auxiliary to the St. Bernard Parish Animal Control Shelter, Friends of the Animal Shelter of St. Bernard provide proactive programs and services that address the root causes of pet overpopulation and abuse. Our mission is to help our shelter in their goal of achieving a ZERO euthanasia rate for every healthy, adoptable dog and cat in their care while improving shelter conditions.
Since the Hurricane Katrina disaster, our programs remain but may be suspended or different than before the storm. 1)Our Spay - Neuter Intervention Programs have expanded to cover every resident of St. Bernard Parish through a generous grant from the ASPCA through SpayLouisiana. (S.N.I.P. Fund): a)Spay/Neuter Vouchers to help retired pet owners or low-income owners have their pets sterilized at participating veterinary hospitals. b)Operation CatSnip - Spay/Neuter for all cats (owned, feral or neighborhood); donation requested but not required. Traps and holding cages available. 2)Animals for Retirees Fund (ARF Program): pays adoption fee for resident senior citizens. 3)Adopt-A-Teacher: provides humane educational materials to elementary classes in the hope that the cycle of child/spouse/animal abuse can be stopped. 4)Behavior/Training classes for adoptable shelter pets (improves chances at adoption and insures a permanent home instead of a shelter return). 5)Fix-A-Pet Fund: pays the sterilization fee for adoptable dogs and cats, reducing the pet's normal adoption fee. 6)Shelter Needs and Projects: past examples include outfitting a bus for mobile adoptions, resurfacing of kennel runs, cement drive and walkways, after-hours surrender area, etc. 7)Build a Better Shelter Fund: the government has purchased property and allocated funds for the basic building, but more will be needed for a surgery room, education room, and separate adoption areas.
FOAS is proud to have helped St. Bernard Parish Animal Control earn two silver shelter awards and to be named Shelter of the Year by a Louisiana animal advocacy group. The Shelter and our Friends...Together we ARE making a difference!
- Expanded Operation CatSnip
- Partnered with Spay/Louisiana to provide residents of St. Bernard Parish spay & neuter for a small co-payment
- Continue to help residents locate lost pets due to the mandatory evacuation of Hurricane Katrina.
- Increase membership and volunteer participation in our programs. Resume programs suspended due to Hurricane Katrina.
- Redevelop pre-Katrina programs, help shelter pets with veterinary treatment for minor injuries or illness, provide spay/neuter for pets of all residents of St. Bernard, expand Operation CatSnip.
We track our spay/neuter numbers and the shelter's incoming, euthanasia, and adoption numbers.

Financial Comments
All donations are used to make life a little easier for all the unwanted, abandoned and abused animals in our parish; no administrative costs are ever deducted. Donations may be designated for specific programs sponsored by Friends of the Animal Shelter. If a specific program is not indicated, the donation will be added to others and used where needed most by FOAS exclusively to benefit pets in St. Bernard Parish.
